INDIVIDUAL CONSULTANCY (local) 

 

Technical Assistance in the Area of Social Protection and Inclusion; March – June 2018

 

If you are a committed, creative professional and are passionate about making a lasting difference for children, the world's leading children's rights organization would like to hear from you. Under the overall supervision of the Social Protection Specialist, the consultant will provide technical assistance and guidance to target locations in the SPI model implementation. The target locations are as follows: Mostar, Prijedor, Banja Luka, Bosnia-Podrinje canton (Gorazde), Kozarska Dubica, Ljubuski and 7th location TBC.

 

Under the close supervision of the UNICEF Social Protection Specialist, the consultant will:

  1. Provide technical assistance to multi sectorial Social Protection and Inclusion (SPI) Commissions and Referral Teams in 7 SPI target locations, in implementation of the adopted Protocols of Cooperation and SPI Action Plans;
  2. Monitor implementation of small grants and follow up on quality assurance of social services; prepare monitoring briefs and proposals for improvement;
  3. Provide guidance and technical assistance to Referral teams in 3 SPI target locations in finalisation and adoption of the Protocols of Cooperation;
  4. Provide technical assistance and guidance to SPI Commissions in 3 target locations in finalization of Situation Analyses and the development of SPI Action Plans and programmes;
  5. Conduct workshops and trainings on SPI local model for selected Municipalities and Cantons, as required;
  6. Participate in SPI Commission and Referral teams’ sessions as required;
  7. Prepare briefings and progress reports on the functioning of the SPI model and propose recommendations for improvement as needed.

Essential Requirements, Qualifications and Experience:

  • Degree in social sciences and relevant work experience of minimum 5 years in the area of social protection and inclusion;
  • Prior experience in the development of social protection and inclusion referral mechanisms an asset;
  • Knowledge on the social protection sector legislative framework in BiH;
  • Work experience at the service provision and/or local governance level;
  • Excellent analytical and narrative skills;
  • Strong communication and interpersonal skills;
  • Strong planning and organizational skills;
  • Fluency in English and local languages;
  • Similar experience with the UN is an asset.
