SOS CHILDREN’S VILLAGES BIH IS LOOKING FOR A CONSULTANT TO DEVELOP AN ADVOCACY STRATEGY AIMING TO SUPPORT ADVOCACY EFFORTS OF SOS CHILDEN’S VILLAGES IN BOSNIA AND HERZEGOVINA RELATED TO OUR ACTIVITIES IN THE AREA RIGHTS OF CHILDREN AND YOUTH FROM ALTERNATIVE CARE AND FAMILIES WITH CHILDREN IN SOCIAL NEED

 

SOS Children’s Villages BiH are part of Federation of SOS Children’s Villages International operating in 136 countries and territories worldwide. 

 

In BiH SOS Children’s Villages operates since 1994 with programmes in Sarajevo, Tuzla, Mostar, Gračanica, Srebrenica and Goražde. 

SOS Children's Villages defines advocacy for children and youth as “taking action to improve policies and practices that affect the well-being of children at risk of losing parental care or who have lost or at risk of losing parental care. Based on our many years’ experience working with these children, we influence policy-makers, institutions and the society to work for political, social, economic and cultural changes that ensure children can fully enjoy their rights.

It is essential that the strategy is based on an in-depth analysis of problems and solutions and a clearly-articulated and soundly based set of policy asks. This phase in the process is about unpacking the problem that SOS Children's Villages BiH seeks to address through advocacy; developing or confirming what it is that SOS Children's Villages BiH wants to see happen in order to ameliorate or eliminate the problem; and deepening the evidence base for the positions which SOS Children's Villages BiH will argue for. 

 

Objectives 

The strategy should outline the role of advocacy in achieving the organisation’s set strategy in 2027. 

Conduct a mapping exercise to better understand gaps, challenges, and opportunities that the organization faces in pursuing a stronger institutional role in advocacy 

Consult with staff and external partners to better understand the needs, capacities and perceptions that are critical to an advocacy strategy. 

Identify the key audiences for the advocacy strategy. Who are we trying to reach and why? 

Draft an advocacy strategy, outlining clear goals and objectives, as well as different audiences, tactics, key activities, deliverables and an implementation plan for 2021 to 2027. 

Conduct workshop(s) with staff and management to collect input and perspectives from across the organisation, build ownership of the strategy and ensure successful implementation with the support of all teams. 

 

Scope of Engagement

The Consultant will work closely with the Programme Development Director and Public Funding Manager. SOS CVI BH will provide the Consultant with all relevant documentation, contacts for stakeholders and relevant information to provide insight into the current advocacy structure.

 

 The Consultant will be accountable for the following deliverables

• Methodology of work: The provided methodology will detail the Consultant’s understanding of what is being reviewed and why, as well as proposed methods, tools, sources of data and procedures intended to answer each review question. The methodology should also include a proposed schedule of tasks, activities, timeline, deliverables and key issues 

• Advocacy Needs Analysis

• Adapt existing SOS international and local strategies into Advocacy Strategy with set of guidelines where appropriate 

• Mapping and analysis of stakeholders

• Identify the advocacy products and activities tailored to each audience, using international and local

Organisations’ policies and documents regulating and explaining relevant aspects of work and build on already produced international advocacy material when possible, for each target audience.

• Create work plan with clear deliverable outcomes, indicators and tools for the implementation of the strategy.

• Prepare a list of the resource needs (human and financial) and estimated implementation budget

• A Draft Advocacy Strategy: The Consultant will deliver a draft Strategy within the indicative assignment timeframe. SOS CV BH will provide inputs to the draft strategy. 

• A Final Strategy: The Consultant will deliver a final strategy to SOS CV BH within the stipulated timelines.

• Develop indicators to monitor and evaluate advocacy tools and activities, in order to measure the impact on achieving the overall objectives

 

6. Consultant Qualifications

  • Bachelor degree in relevant discipline or the equivalent experience with at least 10 years’ relevant professional experience in a similar function within international development context - Public Policy, Advocacy and Communications. (Master’s degree will be a plus)
  • Strong conceptual and research/analytical skills with the ability to quickly analyze data and information from different sources and produce coherent reports 
  • Exceptional written and oral communication skills, with strong demonstrated ability to convey complex ideas in a clear, direct, and lively style
  • Strong background in policy analysis and research 
  • Ability to work independently, operate under pressure, manage multiple tasks, deliver time sensitive, high-quality work, and meet team objectives
  • Ability to communicate and write competently in English.
  • Highly organized at both the task and project level
  • Knowledge and experience with other international organizations and 
  • Highly creative and innovative thinker
