Background

 

In 2015, UNDP launched the implementation of the Strengthening the Role of Local Communities/Mjesne zajednice in Bosnia and Herzegovina Project, which is financed jointly by the Government of Switzerland and the Government of Sweden. The project goal is to improve quality of life of the citizens of Bosnia and Herzegovina (B&H) through improving local infrastructure and services, increasing democratic accountability and social inclusion. The chosen means to achieve this goal is through encouraging community-led local development and revitalising of mjesne zajednice (MZs) as the places where government comes closest to the people and as grass-roots organisations that serve communities, with the possibility for real participation and joint action.

 

The Project's implementing strategy is to support and drive forward change from bottom-up by engaging citizens and communities and giving them a voice in local governance processes, and by revitalising MZs as spaces where citizens come together to interact and involve, to identify and solve problems, to transmit their concerns to the local government and participate in the ways it makes its plans, spends their money and takes decisions that affect people’s lives. In doing so, the Project places MZs and their communities at the centre of its work, while also relying on a broad range of relevant stakeholders to sustain and expand Project results and increase democratic accountability. The Project works with 24 LGs and 136 MZs country-wide. The key Project stakeholders are the following LGs: Banja Luka, Bijeljina, Brcko distrikt, Gracanica, Gradacac, Gradiška, Ilijaš, Jablanica, Kljuc, Kotor Varoš, Laktaši, Ljubinje, Ljubuški, Nevesinje, Olovo, Pale FBiH, Petrovo, Rudo, Sanski Most, Stari Grad Sarajevo, Tešanj, Visoko, Zenica, Žepce, as well as their respective local communities that are part of the project.

 

Focus of this Terms of Reference is on the Project Outcome 3, which is related to providing support to the governments in B&H in development of a new regulatory framework for functional MZs that enables more inclusive, gender-sensitive and accountable local governance in BiH. Goal is for the project to support creation of a legal basis for a more effective functioning of all the MZs in the country. In that light, the project has developed comprehensive studies on new vision of the MZs and legal analysis of the MZ status in BiH, which supports the aim of the third outcome which is to create a new legal structure that fits with the vision across all tiers of the government in B&H, and to create an environment where MZs can become effective and democratic channels for citizens to participate in their own governance.

In addition, the project will coordinate activities with Associations of Cities and Municipalities of FBiH and RS, as well as with all of the line ministries responsible for local self-governance, including as the FBiH Ministry of Justice and the RS Ministry of Administration and Local Self-Governance, as well as relevant administrative units in Brcko District of BiH.

 

Purpose of the Consultancy

The purpose of this consultancy is to contribute to the enhancement of local communities’/mjesne zajednice (MZ) practical skills and to contribute to strengthen capacities of MZs and municipal government employees (civil protection employees in municipalities) in Bosnia and Herzegovina on Disaster Risk Management (DRM). For this purpose, two national trainers on DRM (hereinafter the Trainer) will be engaged.

 

Objective of the Consultancy

The objective of the consultancy is threefold:

  • To review and adjust the existing training programmes on DRR management for local governments. Based on the above develop new standardised training programme;
  • To deliver a standardised two-day training programme on DRM to 136 MZ representatives and 24 municipal employees coming from 24 local governments in Bosnia and Herzegovina. Participants will be organised in seven (7) groups, with trainings to be delivered at the following locations: Sarajevo (2 groups), Banjaluka (2 groups), Doboj (1 group), Bijeljina (1 group) and Mostar (1 group);
  • To prepare Comprehensive Report on Training Programme Delivery.

Duties and Responsibilities

 

This training programme will equip participants with practical skills on DRM knowledge for governance and local development. At the end of the training, participants will become familiar with using DRM tools, techniques and skills for personal development and the enhancement of local communities

This consultancy will offer practical knowledge to representatives of MZs within partner local governments (Banja Luka, Bijeljina, Brcko distrikt, Gracanica, Gradacac, Gradiška, Ilijaš, Jablanica, Kljuc, Kotor Varoš, Laktaši, Ljubinje, Ljubuški, Nevesinje, Olovo, Pale FBiH, Petrovo, Rudo, Sanski Most, Stari Grad Sarajevo, Tešanj, Visoko, Zenica, Žepce), specifically – representatives from MZs as well as local government staff responsible for interaction with MZ.

  • Task 1: Adjustment of existing training programmes on DRR management for local  government

The Trainers (2 selected) will adjust existing training programme developed within the Training System for Local Self-Governments in Bosnia and Herzegovina and agreed with the relevant institutional partners (including Civil Protection administrations of the Bosnia and Herzegovina entities and Brcko District, as well as the State Ministry of Security).  Following the adjustments the Trainers will develop new standardised training programme.

It is envisaged that the level of effort will not exceed 3 expert days per Consultant.

  • Task 2: DRM Training Programme Delivery

Working as a team, the trainers will deliver the standardised two-day training programme on DRM to 7 groups of trainees bringing together representatives of 136 MZs in 24 local governments ( LGs)  as well as relevant Heads of Departments including Civil Protection in 24 LSG units.

Each group will comprise of approximately 20-35 participants.

The Trainer is expected to ensure highly interactive and engaging training delivery, incorporating best practices in adult learning. The Trainer will make sure that training participants fill in post-training evaluation, covering contents, trainers and methods applied. The Trainer will summarise post-training evaluation results for each training group. The Trainer will take evaluation recommendations made by participants and UNDP into account in delivery of consequent training. Original post-training evaluation sheets will be shared with UNDP.

Training delivery will take place in the period from May to September, 2018, at the following locations: Sarajevo (two groups), Banjaluka (two  groups), Doboj (one  group), Bijeljina (one  group), Mostar (one group)

Logistics and coordination of the training events will be taken over by UNDP, based on an agreed schedule. The Trainer is expected to organise and cover for own travel and accommodation at the training locations.

It is envisaged that this task will not exceed 14 expert days per Consultant and will be finalised by the end September 2018.

  • Task 3: Comprehensive Report on Training Programme Delivery

As part of this Task, the consultant is expected to prepare a brief report on training delivery, including, but not limited to, general reflections on training events, overview of most common issues of concern, eventual suggestions regarding the training delivery, statistical overview of results of trainee assessment and post-training evaluation.

It is envisaged that the level of effort will not exceed 3 expert days per Consultant.

Required Skills and Experience

 

Academic Qualifications/Education

  • Advanced university degree (Master’s degree or equivalent) in disaster risk management, law, environment or development or other related fields.
  • BA in combination with 2 additional years of working experience may be accepted in lieu of the advanced university degree.

Experience

  • At least 5 years of relevant professional experience;
  • Previous professional experience of relevance to disaster risk reduction / rescue and protection, strategic planning and management;
  • Successful completion of the DRM Training of Trainers organised by UNDP;
  • Prior experience in designing and delivering training programmes;
  • Previous experience in working with local governments in Bosnia and Herzegovina;
  • Previous professional experience in the area of local and regional development, preferably related to strategic planning;
  • Proven ability to undertake professional research using both quantitative and qualitative methods.

Languages Requirements

  • Fluency in languages of Bosnia and Herzegovina (excellent writing, editing and communication skills). Fluency in English is an asset.

Other Requirements

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource. Strong analytical, reporting and writing abilities; Excellent organizational, time management and facilitation skills; Excellent public presentation and moderation skills.

Evaluation

Individual consultants will be evaluated based on the following methodology:

 

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight-70%
  • Financial Criteria weight- 30%
