Context

The Strengthening Resiliencies in Bosnia & Herzegovina (SRBiH) program is funded by the U.S. Agency for International Development (USAID) Office of Transition Initiatives (OTI). The overall objective of the IOM program is to reduce the threat of violent extremism in BiH and counter extremist efforts to deepen or exploit communal tensions. Through SRBiH, IOM seeks to improve community and government capacities to prevent violent extremism in order to foster an enabling environment for sustainable peace and traditional development programmes. To achieve these objectives, SRBiH designs and implements small-grant activities through a process-oriented, community driven approach that emphasizes project processes. The implementation of the program will be closely coordinated with USAID/OTI.

Under the overall guidance of Programme Manager/Chief of Party (PM/COP) and the direct supervision of the Senior Finance Officer for the Strengthening Resiliencies in Bosnia & Herzegovina (SRBiH) program, the Human Resource & Contract Assistant (HRA) supports the SRBiH Human Resource processes and ensures that all contracts issued for the implementation of SRBiH align with IOM instructions.

Core Functions/Responsibilities

Prepares vacancy notices and terms of references for new positions within SRBiH program.
Acts as administrator during the selection process for vacancy notices.
Responsible for the Human Resources files of SRBiH program, General Instructions, as well as for Instructions or Memoranda issued locally. All updates thereof.
Prepares instructions for the IOM BiH Mission Human Resources Department related to the staff contracts, Personnel Actions, employment/salary certificates.
Arranges for the employees routine Staff Evaluation System.
Arranges for the employees’ Entry-on-Duty Medical Examination and Medically Fit certificate, as well as for their inclusion in the appropriate Medical coverage plan.
Performs staff Attendance Records and control.
Monitoring of travel authorizations and advises on allowances for staff members leaving on duty travel.
Coordinates endorsements of the contracts for service providers within the relevant IOM departments.
Establishes and manages filing system of the contracts for service providers.
In coordination with IOM BiH Mission Procurement Unit provides necessary inputs related to the insurance of SRBiH property – renewals – claims – adjustments.
Monitor office maintenance, maintenance supplies, utilities and their invoicing, pests control services, etc.
Organizes repairs of office equipment, and machinery.
Monitor stock of office supplies and orders / requests replenishments when required.
Provides updates to the Senior Finance Officer
Perform other duties as may be assigned.

Znanja i kvalifikacije:Required Qualifications and Experience

Completed university degree from an accredited academic institution in ccounting or Business Administration, or High Schools education in Business Administration
Minimum three years of relevant professional experience (or five years of experience for candidates holding a High School education) in human resources management
Holds a valid driving license
Willingness and ability to conduct travel across the country
