Finit Consulting d.o.o. Sarajevo, the implementer of USAID's Fiscal Sector Reform Activity (FAR) Project is looking for a Fiscal Reform Senior Lawyer, located principally in Sarajevo.

Job description:

• To provide the technical lead from legal perspectives and all essential assistance necessary with the implementation, technical support and research to the FAR Project with specific focus on the reform and implementation of complete transparent legal processes for the regulation of fees and charges, with specific reference to those known as para-fiscal fees, in the Federation of Bosnia and Herzegovina
• To take the technical lead in securing that the current working draft version of the draft Law on the Register of Fees and Charges in the Federation of Bosnia and Herzegovina is fully harmonized with all regulatory and legal requirements and complies with processes stipulated by the FBiH Ministry of Finance, FBiH Government and FBiH Parliament.
• To proactively correspond with law makers, law officers and other relevant officials with regard to this specified reform process.
• To participate in public awareness and briefing processes and to brief and inform both policy makers, law makers and their advisors and associates
• To participate in official meetings with the FBiH Ministry of Finance, Government, Parliament, Cantonal and Municipal Bodies and their approved representatives
• Perform other functions that may be assigned by the Chief of Party that complement and assist this reform process and those related to it.

Required Skills and Experience:

• Excellent oral and written and interpersonal communication skills and experience with dealing with officials at most senior levels
• High level of knowledge and understanding of law and legal matters in relation to fiscal and financial regulations, especially in the Federation of Bosnia and Herzegovina and at all levels of competency (FBiH, Cantonal, Municipal & City)
• Significant experience in drafting and reviewing of laws and / or amendments to laws and engaging with policy makers and senior stakeholders to explain policy concepts, their feasibility and viability
• Must demonstrate a high level of competency to deal with interaction of legal systems and competencies as delineated by the FBiH Constitution, Cantonal Constitutions and relevant laws including but not limited to the FBiH Law on Local Self Governance.
• At least ten years of work experience in a similar or related context
• Law Degree
• Preferable experience on international projects
• Preferable experience in working with or within governmental institutions
• Excellent command of English and B/C/S languages
• Familiarity with MS Office Suite (Windows, Excel, Outlook etc)

Location: Sarajevo

Duration: Initial three-month period with possibility for extension subject to status of the USAID FAR activities
